City Court of Atlanta

This $62 million, 208,000-square-foot municipal courthouse just south of Downtown Atlanta is strategically positioned adjacent to the City's Justice Complex and the Garnett Street Marta Station. The facility, with a design that seamlessly reflects classic judicial architecture and a style complementary to Atlanta's progressive Downtown architecture, replaced a 46-year old, 46,000-square-foot building the city had long outgrown.

We implemented a practice of "friendly condemnation" to facilitate efficient assembly and acquisition a development site consisting of nine parcels held by five different private owners. We also coordinated the efforts of the investment bankers, bond counsel and legal counsel in structuring the project financing, ensuring the best execution and lowest cost of occupancy for the City. Under a creative installment sale delivery, funds were raised through the placement of AAA-insured tax-exempt certificates of participation. With "off-balance sheet" financing, the City will own the facility debt free at the end of the lease term - without requiring voter approval or impacting the City's debt capacity or credit.
